I am directed by the Board of Trade to acknowledge

the receipt of your letter of the 15th instant transmitting

copy of a despatch from the Governor of Hong Kong,

giving reasons against the inclusion of "Safety Cartridges"

among the exceptions to "Ammunition of all descriptions"

in Section 2 of Ordinance No. 20 of 1902.

In reply, the Board desire me to state, for the information

of Mr. Secretary Chamberlain, that, having carefully considered

the reasons in question, they do not, in all the circumstances,

desire to press the suggestion made in their letter of the

13th September last on the subject.
